Desite the violence Somalia is "getting better"

An independent expert on Somalia says the country is making progress, despite the continuing violence. He was speaking at the UN human rights council in Geneva.

Researcher Shamsul Bari outlined some of the gains made in areas such as training and capacity building during a session of the UN human rights council in Geneva.

Bari says that while the radical Shebab islamists hold most of the country, the transitional federal government has legitimacy on its side.

Shamsul Bari speaking to RFI in Geneva

"I think the international community should focus on finding a mediation process, because we haven't done that.  The opportunity is there to explore that.  If the government is able to develop its civil services, its law and order machinery, then over a period of time all the new administrative forces could move in", he told RFI's Veronique Gaymard in Geneva.
