Is Africa leading on Women's representation in parliament?

Quotas are vital to ensure women take part in politics, the Inter-Parliamentary Union (IPU) claims. An IPU report published Tuesday says that the global average of women in parliaments last year was just over 20 per cent, up slightly from the year before. That is Africa's average, too, and in sub-Saharan Africa, four parliaments feature in the top 10 in the world for female representation in parliament. So where are we in the quest for gender equality in political participation? And are African countries leading the way? Zeina Hilal, the head of the IPU's gender programme, tells us more.
