Ten years on from Hurricane Katrina, New Orleans is still rebuilding. Progress has certainly been made - many residents agree that the city has been rebuilt “better”. But some of the city's neighbourhoods remain in ruins, prompting others to accuse the authorities of not doing enough. In the first of a five part series on New Orleans RFI correspondent Richelle Harrison Plesse reports.
