A report published recently by Amnesty International and Human Rights Watch indicts that  the Ukrainian authorities, its security services and the pro-Russian separatists are subjecting civilians to arbitrary detention, disappearances, and holding them in secret facilities.Detainees are reported to have experienced torture, ill-treatment and other forms of abuse. Victims were held incommunicado by authorities and the report claims that in some instances people on both sides of the conflict line were detained as bargaining chips for prisoner exchanges.
