Paris opens up to the sea

Back in the 18th century, Napoleon Bonaparte famously said that Paris, Rouen and Le Havre were one single city with the river Seine as its main road. His vision is slowly but surely becoming reality as the project to develop the Seine Estuary takes shape. It was one of the hot debates at the recent Global Estuaries Forum in Deauville.
