Following a decade of record-breaking temperatures worldwide, the global fight against climate change has taken on greater urgency. The UN Human Rights Council says severe weather is putting people with disabilities at greater risk. Correspondent Jason Strother traveled to Tacloban, the Philippine city destroyed by a super typhoon in 2013, and reports on how disabled residents have struggled in the wake of the disaster.
