Only a third of Khartoum's eligible voters registered

In Khartoum, only 70,000 southern Sudanese have registered to vote in Sunday's referendum. At least three times as many people were eligible. Saouad Ibrahim Eissa, a member of the Southern Sudanese Referendum Commission, discusses why that number is so low.
