African leaders sign UN-mediated DRC peace deal

African leaders signed a UN-mediated deal on Sunday aimed at bringing peace to the Democratic Republic of Congo. The agreement was signed by leaders and representatives of 11 countries of the Great Lakes region. Among other things, the accord calls for regional countries to refrain from interfering in each other's affairs, it encourages the reform of weak institutions in the DRC. And it proposes the creation of a special UN "intervention brigade" to combat rebel groups in eastern DRC. RFI spoke to Jason Stearns, project director for the Rift Valley Institute and a former analyst with the United Nations peacekeeping mission in the Congo.
